Mexico: To avoid barriers, COFECE recommends modifying preliminary draft on milk powder

Mexico’s Federal Commission for Economic Competition (COFECE) has recommended the Ministry of the Economy (SE) that they modify the preliminary draft bill that establishes the characteristics of milk powder for commercial sale (Official Mexican Standard or NOM), in order to avoid obstacles or barriers imposed by unjustified regulation.

The commission argued that, if approved as it exists, the project promoted by Sagarpa (the Ministry of Agriculture, Livestock, Rural Development, Fisheries and Food) could have lead to an increase in costs and restriction of supply, since it establishes more restrictive standards than the international norm, in addition to “… not coinciding with international best practices, and could constitute an undue obstacle to trade”.

Mexico is the second largest importer of milk powder in the world, importing about 334,000 tons in 2017 alone.
