Ann Marie O'Brien

Ann O’Brien is the Special Counsel for Criminal Policy and Assistant Chief of the Competition Policy & Advocacy Section at the Antitrust Division of the U.S. Department of Justice. Ann advises Antitrust Division leadership, management, and staff on complex and high profile criminal policy, sentencing, and international issues. Ann also supervises policy and legislative matters, including responses to congressional inquiries on legislative and oversight matters. Ann is a Division expert on corporate compliance and criminal sentencing. During her two decades at the Antitrust Division Ann has held senior leadership positions involving criminal cartel enforcement and policy development, including Assistant Chief of twosections, Counsel to the Assistant Attorney General, Senior Counsel to the Criminal Deputy, Special Assistant to the Directors of Enforcement, and Acting Director of Criminal Enforcement.
Ann has significant trial, courtroom, and investigative experience with the Antitrust Division and as a Special Assistant United States Attorney in her hometown, Greenbelt, Maryland.
