Estonia: Ministry investigates competition authority director

The Ministry of Economic Affairs is investigating some of the decisions taken by the head of the Competition Authority of Estonia, Märt Ots, fearing that they might have been influenced by a conflict of interest. Water utility company Tallinna Vesi, which has an ongoing legal dispute over tariffs with the Competition Authority, brought the acquisitions against Ots to the attention of the Ministry. Tallinna Vesi discussed how Ots had owned and sold a heating utility prior to taking up his post in the state agency. Ian Plenderleith, the CEO of Tallinna Vesi accused the Competition Authority of inconsistent regulatory methods and misleading Estonian courts and the European Commission “over the status of economic regulation in Estonia.”
