Russia: Duty-free industry quickly approaching monopoly status

Russia’s Federal Antimonopoly Service released a study on the nation’s duty-free market and found it to be a near-monopoly, according to reports.

The FAS announced on its website that two-thirds of border crossings had only one duty-free shop without any competition. Research found that Terminal F at the Sheremetyevo Airport, one of the largest duty-free zones in Russia, had a highly concentrated duty-free market; the market for duty-free alcohol was found to be “moderately” concentrated, report say.

The FAS conducted a study of the industry to review 89 border crossings in the nation from 2012 to 2013. The review was ordered by financial regulator First Deputy Prime Minister Igor Shuvalov.
