Russia: FAS rejects cement claim

A case filed with the Federal Antimonopoly Service between two cement companies has been rejected by the regulator, stating that no antitrust violations have been made. BaselCement-Pikalyovo filed a claim against Pikalyvsky Cement accusing the competitor of breaking law after Pikalyvsky revoked its order for raw materials despite the fact that it is the sole customer for BaselCement. According to BaselCement, the retraction of the order threatened to cease cement production; the company halted operations in 2009 due to a raw material shortage in a situation resolved by a supplies treaty. The FAS declined to hear the case, however.
