Telecorporación Salvadoreña (TCS), holds a dominant position in the country’s broadcast TV market, which is itself highly concentrated. These are the findings of a study conducted by El Salvador’s Competition Superintendence (SC). The study, led by Argentinian academic Esteban Greco, indicates that while TCS is certainly dominant, there is no proof that it has abused this position.
Greco stated that new measures must be takento make the spectrum grants process more transparent and fair. This, he suggests, can be achieved through adjustments to tender processes that allow newcomers to compete.
Another proposal made by the report would make it mandatory to consult with the SC regarding spectrum license transfers, in order to anticipate and correct possible risks to free competition.
