Peru: Regulator removes over 300 barriers to Telecommunications competition

Peru’s competition authority, through it’s Barrier Elimination Committee, has forced the municipalities of Lima and Callao to remove 302 illegal procedures which imposed undue barriers to competition in telecommunications, by restricting the installation of new antennae and relay stations.

Starting in September 2015, the CEB identified various bureaucratic barriers which were tied to the undue setting of timetables, as well as a planned administrative silence and inaction on procedures related to the installation of new antennae and relay stations, when such authorizations should have been granted automatically.

Of 25 probes carried out by the CEB, 12 are ongoing. 13 others have been concluded, with four being declared valid in the First Instance. Nine remaining procedures were voluntarily solved by local authorities, who submitted to the law and removed over 60 procedures blocking competition.
