An Analysis of the “Roadmap for an Antitrust Case Against Facebook”

This paper is an analysis of the “Roadmap for an Antitrust Case Against Facebook” (the “Roadmap”), and the degree to which the Roadmap or its source materials describe a well-founded enforcement action under US antitrust law. The Roadmap’s discussion of market power and barriers to entry rely on facts that are equally consistent with vibrant and dynamic innovation-based competition, and ignores facts that are affirmatively inconsistent with the monopoly hypothesis presented by the Roadmap. The paper concludes that the Roadmap provides no reason to believe that antitrust enforcement against Facebook under US law is either warranted or likely to succeed.
